Concrete sleeper walls in the Perth Hills

Updated October 2026

Concrete sleeper walls have become the modern default for a reason. Galvanised steel posts set in concrete, reinforced concrete sleepers dropped between them, and nothing in the wall that can rot, warp or be eaten. If you are replacing a failed timber wall or cutting a new level into a Hills block, concrete sleeper walls are usually the first option worth pricing.

Why the system suits Hills blocks, and where it gets harder

The engineering logic fits here well. The steel posts carry the load, the sleepers resist the soil pressure, and the whole wall shrugs off a wet winter in a way timber never has. On a sloping block in Lesmurdie, Darlington or Roleystone, that is exactly the right design.

The complication is what the posts go into. The Darling Plateau up here is lateritic duricrust and pea gravel over weathered granite, not sand, and a concrete sleeper wall lives or dies on its post holes. Post holes drilled into solid rock give you footings that are not going anywhere, but getting there takes an auger that can handle rock, sometimes coring, and sometimes more time than anyone allowed for. Ask how your quote prices a post hole that hits rock. A builder who has not thought about it has not priced your block.

They also look better than they used to. Plain grey is still available, but most suppliers offer timber-look, stackstone and smooth charcoal finishes, so you get the strength of concrete without a sound-barrier look in the garden.

What a proper build includes

The builders we refer build these walls the same way: post holes drilled to an engineered depth, galvanised steel posts concreted in, sleepers placed, then ag-pipe and free draining gravel backfill behind the wall with geotextile fabric before any soil goes back. Drainage is not optional. Even a concrete wall will lean or crack if saturated soil loads it beyond its design, and the Shire of Mundaring names heavy soils and perched water tables as Hills constraints for exactly that reason. Our retaining wall drainage page explains why water, not weight, fails most walls.

One local check before anything is dug. Where a property runs its own septic tank and leach drains or a secondary treatment system, the tank, the drains and the irrigation area decide where a wall line can go, where spoil can be stacked and where the wall's drainage can discharge. That is a conversation to have on the quote visit, not after the machine arrives.

Guide pricing

As a rough 2026 guide, concrete sleeper walls in Australia typically run around $250 to $600 per metre for a wall about a metre high. Guide pricing only, drawn from published Australian cost guides. Height is the big mover, because taller walls mean bigger posts, deeper footings and usually an engineer. Rock is the Hills mover, and access matters too. The retaining wall cost guide covers the full list of price drivers.

Approvals, engineering and registration

In WA a retaining wall is exempt from needing a building permit only where it retains no more than 500mm of ground, is not tied to other building work or to holding up the land next door, and is not work of a kind that affects adjoining land. The figure is the ground retained, not the height of the wall, and all three conditions have to be met, so a wall on or near a boundary needs a permit whatever its height. Development approval under the local planning scheme can be a separate question. Most concrete sleeper systems come with standard engineering up to certain heights, which can simplify an application, but every block is different. Check yours with the Shire of Mundaring, the City of Kalamunda, the City of Swan or the City of Armadale, whichever is your permit authority. Before any digging, your builder should lodge a free Before You Dig Australia (BYDA) enquiry so underground services are located.

Who is allowed to build it is a statutory question in WA, and it turns on how the work is classified under the building legislation rather than on a figure a homeowner can look up and apply to their own job. We are not going to settle that on a web page. Ask the builder what registration or licence they hold, check it with Building and Energy, and ask your permit authority what your particular wall requires before you sign anything. The builders we refer are licensed or registered where the work requires it.

Frequently asked questions

How long do concrete sleeper walls last?

Decades. Manufacturers commonly quote design lives of 50 years or more for the sleepers, and galvanised steel posts set in concrete last similarly where drainage is done properly. It is the longest-lived mainstream option short of engineered masonry.

Can concrete sleeper posts be set into granite?

Yes, and it makes an excellent footing. Post holes are drilled or cored into the rock, which takes longer and costs more than augering through soil, but the result is extremely solid. It is routine work for builders who do the Hills, and it is the main reason a Hills quote can read above a plains quote for the same wall.

Are concrete sleepers worth the extra over timber?

If the wall is structural, holding back a driveway, a pool surround or more than about a metre of soil, usually yes. You pay more once and skip the replacement a timber wall will eventually need. For low garden terracing, timber can still be the economical pick.

Do concrete sleeper walls need a building permit in WA?

A wall retaining more than 500mm of ground does, and so does a wall on or near a boundary at any height, along with a wall tied to other building work or holding up adjoining land. The rules change and development approval can be separate, so confirm your wall with your local government before building.
